To present baseline data collected prior to a two-year impact evaluation of the Water Quality Assurance Fund implementation model in rural Ghana. The evaluation aims to measure the effectiveness of the fund in improving water quality through a randomized stepped-wedge trial involving multiple rural water systems.

The evaluation employs a randomized stepped-wedge trial design, involving 28 rural water systems in Ghana. Baseline measurements include chlorine residuals, E. coli levels in piped water, water treatment practices, knowledge levels of operators and officials, consumer perceptions, and willingness-to-pay.
