To provide access to statewide and regional water planning data, projections, and management strategies that support long-term water supply planning and water security in Texas.
The 2027 Texas State Water Plan was developed by the Texas Water Development Board (TWDB) through Texas's regional water planning process, which involves 16 Regional Water Planning Groups. The 2027 plan marks 25 years of Texas's regional water planning framework and represents the sixth state water plan developed under this collaborative planning approach. The draft plan was released for public comment in April 2026 and serves as Texas's long-term blueprint for water resource management and drought resilience.
The portal contains statewide and regional water planning information, including projected population growth, future water demands, water supply availability, estimated water shortages, recommended water management strategies, water infrastructure projects, implementation costs, and funding needs. Users can explore information at the statewide, regional, county, and utility levels through an interactive interface. The plan covers all major water-use sectors, including municipal water supply, irrigation, manufacturing, livestock, mining, and steam-electric power generation. It also includes conservation strategies, reservoir projects, groundwater development, aquifer storage and recovery, direct potable reuse, desalination, water transfers, and other water management approaches recommended to meet future demands.
The plan is developed through Texas's legislatively mandated regional water planning process. Sixteen Regional Water Planning Groups evaluate future water demands, available supplies, and potential shortages under drought-of-record conditions. Regional plans are submitted to the Texas Water Development Board, which compiles and integrates the information into a statewide plan. The process identifies water management strategies and projects needed to address projected shortages over a long-term planning horizon and estimates associated implementation costs.
