To provide statewide geospatial data on water, sewer, and stormwater infrastructure for planning, management, and service expansion across West Virginia.
The West Virginia Water Development Authority (WDA) and the West Virginia Infrastructure and Jobs Development Council (IJDC) developed this GIS service to support statewide infrastructure planning for water, wastewater, and stormwater systems. The platform was created to help manage and prioritize infrastructure investments, improve service delivery to underserved and unserved populations, and accelerate infrastructure project implementation. The system supports public agencies, planners, engineers, and decision-makers responsible for water and sanitation infrastructure development in West Virginia.
The service provides statewide GIS layers covering water supply and sewer infrastructure systems in West Virginia. Available layers include Water systems, Sewer systems, Water Lines, Sewer Lines, Water Served Areas, and Sewer Served Areas. The dataset maps the geographic distribution of public water utilities, sewer utilities, pipeline infrastructure, and service coverage boundaries showing communities currently served by water and sewer systems. It supports identification of served, underserved, and unserved populations, infrastructure network mapping, service area assessment, and infrastructure development planning.
The GIS database was developed collaboratively by the West Virginia Water Development Authority (WDA), Infrastructure and Jobs Development Council (IJDC), CDM Smith Inc., and Thrasher Engineering, Inc. Infrastructure data were compiled statewide from public utility system records and organized into GIS layers representing infrastructure assets, utility service areas, and network systems. The data are published through an ArcGIS REST MapServer to allow querying, visualization, and integration into GIS applications.
