To provide an integrated information platform for monitoring, managing, and disseminating data related to water, sanitation, hygiene, and associated sector activities in Madagascar.
MGMERL is Madagascar's Monitoring, Evaluation, Research, and Learning (MERL) platform. The platform promotes the concept of "Integrated data for integrated actions" and serves as a centralized information system for accessing WASH-related information and monitoring activities in Madagascar. The platform is built on the mWater/Solstice ecosystem and provides both web-based and mobile access to data and monitoring tools. It brings together information from government partners and financial and technical partners and supports multiple sectoral and programmatic activities.
The platform includes geospatial and monitoring information on several types of sites and infrastructure in Madagascar. The system contains information on water points, localities (villages), schools, health facilities, and drinking water supply (DWS) systems. Interactive maps and site summaries are available to visualize these datasets. The platform also includes several monitoring modules. Programmatic monitoring components consist of activity reports, event monitoring, and infrastructure reception monitoring. Sectoral monitoring components include cascade monitoring, locality monitoring, water point monitoring, drinking water supply monitoring, school monitoring, and health facility monitoring. In addition, the platform contains a water resources module, which includes technical borehole reports. The system further includes implementation monitoring components related to programmatic approval and sectoral approval processes. There are dedicated modules or projects related to development activities, humanitarian activities, sectoral monitoring, water resources, Mionjo, KfW, Norway, Ecovillages, Pacte Verte (Green Pact), and other projects. Additional functionalities available through the platform include data export (https://www.mgmerl.org/#/exportation), actor mapping, water distribution monitoring, and works monitoring.
The platform functions as an integrated information management system built on mWater/Solstice technologies, allowing data to be collected, stored, visualized, and disseminated through web and mobile interfaces.
